Born on 3 March 1954 in Chapaevsk, Kuibyshev (Samara) Region.
In 1977 he graduated from the Kiev Polytechnic Institute in electric engineering.
In 1999 he graduated from the Paris military Academy (École militaire) with a degree in International relations.
R.Yu. Atkov started his career in 1977 at Shtorm Design Bureau of the Kiev Polytechnic Institute rising from the position of engineer to research scientist.
From 1982 to 2004 he served in the USSR & Russian Federation Armed Forces and was promoted to the Captain 1st rank (reserve)
From 2004 to 2006 he was Deputy Director for International Business Development at State Moscow Plant SALUT (until it merged with Concern Morinformsystem-Agat JSC).
From 2006 to 2012 he was Deputy Director General for Military Technical Cooperation of Concern Morinformsystem-Agat JSC.
From 2012 to 2016 — International Business Advisor to Director General/Designer General (collateral duty).
From 2012 to 2017 — JSC Russian Railways (Advisor to Director General of JSC Central Suburban Passenger Company & International Business Director of JSC Kaluga Remputmash (railway maintenance)).
In August 2017 R.Yu. Atkov joined Krylov State Research Centre.
R. Yu. Atkov has been repeatedly distinguished for his merits by the Navy and MoD commandment as well as noted by the Ministry of Foreign Affairs.
Rostislav Yu. Atkov has been honored with state decorations.

1973 to 1979 served on submarines and in headquarters of the Northern Fleet 4th Squadron.
In 1981 he graduated cum laude from the Shipbuilding Department of Naval Academy in Engineering, Combat Maintenance of Ships
1981 to 2004 served at the Shipbuilding Department of Naval Academy in the positions:
1981 — lecturer, chair of internal combustion
1987 — lecturer, chair of diesel powerplants
1988 — deputy head of chair
1989 — head of chair
1992 — head of shipbuilding department
1989 — promoted to Captain 1st rank
In 2005 Valery Polovinkin joined Krylov State Research Centre:
2005 — Analyst of Director/Science Principal
2012 — Analyst of Director General
2014 — Advisor to Director General, 2018 — Science Principal
Full member of PANI (Peter’s Academy of Science and Fine Arts), Full member of the Russian Federation Academy of Engineering Sciences, Chairman of dissertation council (Navy and Shipbuilding) at the Ministry of Education and Science, Member of the Russian Union of Writers.
Author of over 600 scientific contributions.
