MPSV12 ships are designed and built to meet RS class notation КМ Arc5 [1] AUT2 FF2WS DYNPOS-2 SalvageShip, i.e. these are twin-screw shallow-draught rescue tugs with high ice class (Arc5) and diesel propulsion, intended for a wide range of missions.

Bakhtemir construction is heavily supported by the KSRC branch, Baltsudoproekt design office responsible for development of workshop design documents based on the electronic 3D model describing the arrangement of power equipment and routings of common ship systems.

The launching ceremony was attended by the officials representing various Russian agencies, the city of St. Petersburg and Leningrad Oblast, as well as by the representatives of Customer and other persons in charge.
